Is the Kreg® Pocket-Hole Jig 520PRO suitable for pocket holes on a 2x4 with 2 1/2 inch screws?

This will work with thicknesses up to 1-1/2" and that will take a 2-1/2" screw.

Is the PRO520 suitable for using to secure the boards for decks?

You could do that. You would need to drill 2 holes in each joist to hold down the deckboards.

No, the block out of the 520 will not be able to use portable by itself.

To make the micro holes with the 520, you will need to purchase the KPHA530 Micro Drill Guide Kit.

You are correct in that in some instances the clamping block can move slightly depending on the amount of pressure. This will not affect the pocket hole or screw placement.

I recently purchased this item from Amazon. Why is there no settings for 1” or 1 1/8” ?

You will use the material thickness gauge to see what setting to use. For that thickness, you will be using the 3/4" settings and the 1-1/2" screws.
